Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: The qualified candidate will be a seasoned clinician who demonstrates extensive and progressive leadership experience both as a clinician and an administrator. Exceptional interpersonal skills as well as operational and clinical skills are essential. The successful candidate must have the ability to meet VA established performance measure goals, and possess a thorough knowledge of the standards of the Veterans Health Administration and other accrediting bodies. Physical Requirements: Physical Requirements: Much of the work occurs within a typical office setting, either individually or in meeting with others, or in meeting rooms. Requires time to be spent walking through the Medical Center with time spent on units involved with nursing or other staff in activities typical of a health care center. There may be risk of physical harm, which requires special precautions and training. The employee may be exposed to infectious diseases and medical/psychiatric emergencies. The qualified candidate for the Tomah VAMC COS position is physician meeting the VA physician qualification standards. This position has administrative and clinical lead functions of at least 80% of the duty time with clinical care representing the remainder of the time as available. All administrative and clinical lead functions are performed in collaboration with the Medical Center Director and the other Quadrad members, as appropriate. The employee will report directly to the Medical Center Director. Duties Include, but are not limited to: Performs all duties and responsibilities of a physician in accordance with the employees specially and associated privileges. Must be clinically competent to perform examinations, diagnosis and therapeutic treatment. Able to handle medical-related emergencies. Teaching patient education and co-workers. Coordinating development of the Veterans' treatment plan, incorporating input from the Veteran and monitoring progress and coordinating revisions I the treatment plan when necessary. Provides for continuous assessment and improvement of the quality of care and services provided by participation in interdisciplinary performance improvement activities as outlined in MCM00-50 \"Plan for the Provision of Patient Care Services\", peer review, and clinical service line performance improvement activities. Defines and develops clinical privilege/scope of practice statements appropriate to individual practitioners. Provides recommendations to the Medical Center Director on Human Resources Management issues on those providers for whom has direct supervisory responsibility. Ensures that responsible departments are in compliance with the Join Commission (TJC) standards, as well as other external regulatory bodies. Chairs the Medical Staff Executive Committee and appoints members of the Executive Committee. Leads the clinical staff to achieve facility mission and goals.
